DEC has published a Notice of Proposed Rule Making (NPR) for 6 NYCRR Part 253, the “Mandatory Greenhouse Gas Reporting” rule and attendant revisions to 6 NYCRR Part 200, “General Provisions” to capture all incorporation by reference documents from Part 253 starting the formal public comment period. You can provide your feedback below. Comments must be received by July 1, 2025, and will inform the final regulatory package. This form should be used to submit comments on the record for 6 NYCRR Part 253 Mandatory Greenhouse Gas Reporting Rule and regulatory package, only. All other comments on New York’s Cap-and-Invest and Auction Rules, still under development, may be submitted here.
We recommend composing your comments outside this platform (e.g., in Word) as this form is not saved until it is submitted. Doing so also allows you to retain a record of your own comments. Note that you can submit more than one comment, and comments are subject to disclosure under New York’s Freedom of Information Law. Comments received will not be posted immediately; a response to comments will be published with the final rule.
